Framed for murders committed by the unscrupulous townspeople of Lake Shanoha and with the National Guard coming down on them as a result - the Kiahawks call on their ancient warrior chieftain, Winter Wolf to come from the past and defend them against their modern enemies. Josh is made a blood brother, elected chief of the Kiahawks and receives mystical powers from Winter Wolf. Josh realizes the potential of his new powers when he miraculously recovers from three near-fatal bullet wounds.

The game-filled water of Lake Shanoha is an oasis in the harsh Nevada desert supporting a horse ranching community 45 miles south of the Kiahawk Indian reservation. The Kiahawks have lived passively at the base of Red Rock Mountain for more than 100 years. The Kiahawks are, as they always have been, abused by the townspeople.

How much abuse can a people take? This is the question the Kiahawk tribe asks itself.

Another dead body is discovered on the Kiahawk reservation. This time the dead man is a geologist investigating water table rights in Nevada. Detective Kirk Wallace volunteers to investigate. Kirk has personal reasons for wanting to return to Lake Shanoha, namely to learn if the supernatural sightings he witnessed on his last visit were real. In the process, he discovers that the Kiahawk burial ground was never included in the land that makes up the reservation.

Josh, Kiahawk Chief Lightening Horse, was believed to be the one to help the tribe gain revenge, but he lays near death in Intensive Care. Now, the elders must perform the Kobanee - a dance that will bring the great Chief Winter Wolf back from the past to help win retribution. In order to revive the dead chief, a human sacrifice must be performed at the ancient burial grounds. Meanwhile, outside the reservation those responsible for the destruction to the J-Bar-Ranch, and the brutality toward the Kiahawks, are running scared.

In the days of Winter Wolf, the Kiahawks face their greatest threat. General Frank Adkins of the U.S. Army has trespassed upon sacred Kiahawk land. On a journey to learn more about the white soldiers, Chief Winter Wolf travels to Shoshone territory to seek the advice of Grey Horsetail. While he is away, innocent Kiahawk women and children are slaughtered.
