It’s November in Chicago. Still healing from an encounter with the Corn Flakes Killer, Lieutenant Michelle “Mickey” Rooney and her partner, Sam Tanner, head out into the snowy night to investigate four seemingly unrelated drug killings. They appear to be run-of-the-mill drug deals gone bad...until witnesses at one of the crime scenes report that they saw the shooting. After the dramatic events experienced in Jim Dandy, Patty Ferguson and Brandon King decide to take a vacation. They need a well-deserved rest before taking on the responsibilities of taking charge of the plainclothes personnel at the new second Justice Security location. They choose to return to Carson City, Nevada.

Thirty seven children, along with their bus driver, have been kidnapped on their way to school. They've been hidden away in a location known only to the kidnappers, and booby-trapped so that explosives will go off at five PM, unless the kidnappers receive their demands. The city's FBI chief, Marcus Moore, orders Justice Security to call in a specialist in child abduction cases to help find the children - Nicholas Turner. Marcus also knows that Nicholas will bring his secret weapon along with him - his half-angel daughter, Madeline.

In the small town of Tucker's Corner, Oregon, a bank manager is killed because he found some information about payoffs from Esteban Fernandez to a very high-level member of the United States Government. The banker had time to mail out three copies of this dangerous information before he died. He mailed a copy to himself. He mailed a copy to his ex-wife. And he mailed a copy to his old friend in the city...a man that has a security company that bears his name. The banker mailed the information to Jim Dandy Security.
