It certainly breaks some rules and has the feeling of being rather important - and of course is made by some of Doctor Who's greats all gathered under one roof to strut their not inconsiderable stuff - Baker, Holmes, Hinchliffe, Maloney, Murray-Leech, Simpson, Acheson... all excelling.
