Februar 1982: In der Äußeren Neustadt von Dresden wird ein Mann erschossen aufgefunden. Bei seinen Ermittlungen stößt Volkspolizist Uwe Friedrich auf die Verbindung des Ermordeten mit der Devisenbeschaffungsgesellschaft KoKo. Daraufhin entzieht die Staatssicherheit der Kriminalpolizei den Fall. Uwe kann das nicht akzeptieren und setzt die Nachforschungen auf eigene Faust fort. Arglos recherchiert er in der Vergangenheit des Opfers; dabei legt er Zusammenhänge offen, die hohe Offiziere von Volkspolizei und Stasi schwer belasten, und gerät selbst in ein gefährliches Netz aus Korruption und Machtmissbrauch.
