CIA Deputy Section Chief Roger Commer receives a report from undercover operative Dean Page about a terrorist plot in Afghanistan to attack Bagram Air Base and kill thousands of US troops. President William Seibert—fresh from a huge political win to extract billions in natural resources from that war-torn country—first ignores then threatens Roger for insisting the terrorism risk is real.

Roger teams up with Dean to prove that the terrorist group known as Nightwatch is a clear and present danger in Afghanistan but discovers they also have a sleeper cell outside Washington, DC. Even after Roger recruits the Vice President to his cause, no one can convince Seibert to sacrifice his hard-won victory.

Now Roger must choose between letting a rogue US president ignore impending attacks on American citizens or assassinating him to save the lives of thousands.
