Emma St. Claire is only weeks away from an important election when she is approached by a total stranger to spearhead an investigation of a soldier held in a POW camp for five decades. The two countries involved, Vietnam and the United States, can't decide what to do with the Army veteran because of an alleged document signed by a dead president that awards the prisoner's descendants a large county in southwest California.
With hundreds of billions of modern-day-monies at stake, Emma and her staff try to prove the documents existence while being thwarted at every turn. To achieve a certain victory, Emma St. Claire will have to broker the biggest deal of her life to prevent destabilization of an entire region while dealing with infighting from her own political party.
