1. In 2011, Dr. Charity Dean, a microbiology major with an interest in pandemic diseases, accepted a job as deputy public health officer for Santa Barbara County. One of her major tasks was to spot and take immediate action when a contagious disease seemed to be threatening the area.
2. By 2014, Charity had become chief public health officer of Santa Barbara County.
3. Charity called the Santa Barbara coroner and asked him for a sample of a woman’s lungs after she had died from tuberculosis in her brain.
4. Despite the authority she now possessed, Charity could not get the coroner to do the autopsy. He firmly rejected the task in fear of catching the bacteria in the process.
