It’s still the 21st century, but an apocalyptic world flood has wiped out one-third of the world's population. Survivors now crowd the remaining landmasses or live on cruise ships and private yachts circumnavigating the globe or docked in harbors. Only 12 ports peek out above the waterline, along with one generally unknown portal.

With the collapse of governments, economies, and world trade, a Global Council is being formed to include representatives from each port to address over-population, food shortages, and other key issues. Miles, a former CIA agent, hails from Green Port (formerly the Denver, Colorado area) and Teo from Aqua Port (formerly Mexico City) journey across the oceans to the Global Council at White Port (near Mont Blanc, the highest peak in Western Europe) on board Captain Ty’s boat, the Pegasus.

Others on the vessel and family members left behind have ventures of their own, some complicating and intersecting with the lives of those aboard the Pegasus. It eventually becomes evident someone is plotting to sabotage the Council’s efforts to reconnect the world. Two timeless persons from the ethereal Septarine Portal are on watch to hold things afloat in this water-filled world.
