皇位は世襲で、天皇の国事行為や身分の取得、離脱などが憲法と皇室典範で定められています。
園遊会や勲章親授式、国賓来日の際の昼食会や夕食会など、宮中での皇室の公務は多いですが、一般の人はその姿をなかなか目にすることはできません。
そのせいか、毎年1月2日には多くの人が皇居を訪れます。また、公務のために車でお出かけになる際には、その姿をひと目見ようと、沿道は黒山の人だかりになります。
