Nina is een avontuurlijk meisje van elf jaar dat niet van stilzitten houdt. Op een dag krijgt ze een mysterieuze brief in handen. Voor het Ministerie van Oplossingen staat er op de envelop. De brief blijkt van Ruben te zijn, een negenjarige jongen die op school gepest wordt door de gemene Sophia. Hij hoopt dat het Ministerie hem kan helpen hier iets aan te doen. Omdat zo'n ministerie vast niet écht bestaat, besluit Nina hem zelf te gaan helpen, samen met haar beste vriendin Alfa. Maar dankzij Ruben en zijn stokoude buurvrouw, ontdekken ze dat het Ministerie van Oplossingen wel degelijk heeft bestaan. Ze kunnen zelfs meehelpen het Ministerie opnieuw op te richten, als Sophia hun geheim tenminste niet ontdekt...
