O livro é resultado de pesquisa doutoral realizada pelo autor junto ao Programa de Pós-Graduação em Direito pela Universidade Estácio de Sá. Partindo da perspectiva de Roger Myerson que associa a forma federativa estatal à democracia em países em transição democrática, o autor realiza um estudo do processo centralizador ocorrido no Brasil mediante o uso abusivo do processo de emendamento constitucional. Para a correção destes desvios da rota proposta pelo Poder Constituinte originário, o trabalho propõe o reconhecimento de um reexame conceitual do fenômeno da inconstitucionalidade progressiva como caminho corretivo dos rumos neste processo de centralização e recondução aos caminhos da democracia.
