It's the early 1980s, and a group of rag-tag Boy Scouts on a remote Washington State Island find what they think is a floating Russian spy device. Authorities initially ridicule their find, but when the device goes missing, ferry service is soon disrupted, and power and phones get cut off, the Scouts are threatened and pursued as spies shut down the island to get it back.
