I Skandia - højt mod nord - skal en række 16-årige drenge i gang med en krigeruddannelse. De bliver opdelt i mindre enheder, de såkaldte våbenbrødreflokke, og skal gennemgå tre måneders barsk træning i sejlads, våbenbrug og kampteknik. Undervejs skal de dyste mod hinanden, flok mod flok.
Outsideren Hal Mikkelson bliver modstræbende udnævnet til at være leder af en våbenbrødre-flok, Hejrerne, som udelukkende består af drenge, de andre ikke vil have med på dres hold. Ingen tror, at disse meget forskellige drenge vil have en chance for at klare sig i de vanskelige træningsdyster, og Hal får brug for al sin snedighed og opfindsomhed, hvis de overhovedet skal have en chance.
