Surface level police mystery novel

I was hoping for a police novel with some suspense and some character development throughout. There were a lot of moving parts and no real relational depth, some added storylines towards the end and no real discovery other than the murderer. Felt like a very surface level murder mystery. I suspect it’s set up to build on relationships in subsequent books but this one lost me and I don’t want to spend another 9/10hrs unsure of where it’s going. Wanted to love it, but neither story not character relationships hit the mark. Sigh.
