In the near-future, eco-terrorism against major fossil and nuclear energy facilities is widespread. At the same time, Badger Energy, the latest company formed by energy entrepreneur and climate change activist, Richard Strossel, is developing a new technology that uses high-temperature superconductors to store enough renewable wind and solar energy to power a city reliably.

However, these systems can be made to explode with energy release equivalent to a tactical nuclear weapon.

After Strossel announces that he believes it will take a crisis to spur governmental action on climate change, new CIA employee Cass Carson and the agency’s nuclear counter-terrorism group must determine if Strossel intends to use this new technology to create a crisis himself.
