「移民は受け入れたくないが、安い労働力は欲しい」という日本。自国にとって都合のいい方法で、安価な労働力を手に入れてきた。それが「外国人技能実習生」だ。
「開発途上国への技能移転」を名目に始まったこの制度、実際は時給６５０～７００円程度の法定最低賃金で単純労働をさせているのがほとんどだ。
単純労働での外国人受け入れを国策として認めてこなかった日本で、技能実習制度はその受け皿となってきた。制度のひずみに目をつぶったまま、拡大に向けた議論が進む。
